Get back the old tooltips popup only & without extras nor interference with other active apps..

To the OP, the reason your options are grayed out in settings is more than likely due to using multiple 3rd party tweaking apps as well as open shell. If you use too many of those things as well as tweak too much, they can conflict with each other as well as conflict with the native windows settings.
When I hover over any of the shortcut icons on my taskbar, I see the name of that app which is what you indicated in your screenshot that you wanted to see. That is a badge, not a tooltip.

ok. put it all back how you had it in your initial post. undo any reg mods we've made since then. in winaerotweaker, enable thumbails.
download attached .zip. it is an older version of winaero tweaker. extract it to portable and save in whatever folder you want. launch this older version as portable and disable thumbnails with it. i just tested it with my SAB with win 7 taskbar and it 100% disabled thumbnails (did not leave the clickable tooltip you have in your screenshot) (yes, this site is valid. i have many tools/software from here)

Done dacrone.

Glasskuter, ive used classic shell aka open shell since ages & never found an appropriate alternative,
& i'm not going to get rid of it just to have the opportunity to click on that badges option, also i don't know
why start menu would have an impact on badges, it would have been corrected since a while by the past
programmer of classic shell or the open shell's one. Also, that's just a square to select, corresponding
to a registry or gpedit.msc tweak.. Actually, i still need a way to have badges on the desktop.

i assume that means it worked for you in regard to FULLY disabling the thumbnails?

no dacrone, cause when i get read of ExtendedUIHoverTime.. it comes back again. & setting the time was already enough for me

why are you editing the hover time? there is a checkbox at the top that says Disable Thumbnails...

why am i removing the hover time ? to see (test) if ur option really disabled thumbnails..
& because it's still a matter of hover time, ur box checked to disable thumbnails didn't work here.
