How to change to a Blue background for Signout, Reboot, and Shutdown screens?

Has anyone successfully changed the black background color for Signout, Reboot, Shutdown, and Update screens on Win11? It's very hard on the eyes and looks worse in my opinion with no color for many themes. We used to easily be able to do this in Win10.

Is there a registry setting (or a combination of settings) that does this? I've already tried the settings below; however, it didn't affect anything.

Code:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon]
"Background"="224 100 82"

[HKEY_CURRENT_USER\Control Panel\Colors]
"Background" = "224 100 82"

[HKEY_USERS\.DEFAULT\Control Panel\Colors]
"Background" = "224 100 82"

Is there a way to do this with a 3rd party utility? *Sigh* I can't believe how badly Microsoft screwed up the Win11 GUI.

I haven't spent a lot of time researching it, but others have said changing to a high contrast theme changes the colors of restart, logoff, shutdown. I can't swear it works because I do not want to use a high contrast theme. I've just accepted the little idiosyncrasies that don't bother me much. IMO, the few seconds I spend each day seeing those screens are not worth the time and headache of trying to change them only to find they can't be changed.

Thanks for confirming. Unfortunately, High Contrast themes ruin the colors for everything else; so, not an option.

You can just change the lock screen to Blue and make the login screen the same as the Lock screen.

Thanks, but my lockscreen is already blue. Its the rest all the other screens "Signout, Shutdown, Restart, Update" that can't be changed; and, remain black. I haven't found a way around it.

When I sign out, login, restart are all the image of my lockscreen. Update is Black but not the image of my lockscreen. My lockscreen is Black with an image.
