It has nuthin to do with SAB, W11 Command Bar, W10 Ribbon or W7 Command Bar..., it's whether you invoke Explorer as the SDK or the native Explorer which is still hidden beneath Control Panel.
Using a custom CLSID as @dacrone suggested is best.
For the fun of it I took the file, copied it to a random place, edited the 3 strings without "– Stifinder", opened up cmd promt with full privs via nsudu tool, crashed explorer, copied the file back with nsudo cmd, started explorer from tasklist and it seems to be working.
Hacky, what I wanted to avoid, but I guess it will have to do until a better solution comes.
