I'm trying to follow you, running DISM etc.
So I ran the DISM command you posted, on my Windows 11/Pro/64 installation, and I got this:

Did I type something wrong, or is that command just not correct for my Installation of Win-11?
Dism /Online /Cleanup-Image /RestoreHealth
...there's no .exe after Dism
