If the NetPlWiz setting is a little dodgy, can it make another account that won't log in automatically (needing another username and password, not the PIN)? And can it cause the system to constantly BSOD with a Registry error code?
I'm having an on-going drama with my media PC, which is driving me mental.

Netplwiz couldn't cause a BSOD. If netplwiz was incorrectly setup, you'd only get an incorrect password error at startup, then be prompted to manually sign in instead.
