Something is happening because this is what I see for now,

I had this situation that you have shown in your picture then I use some tricks to enable it on my laptop. but not receiving release preview builds during Windows updates. help.

In the Taskbar search box, type: winver ...and tell us the full OS Build number.
Assuming the one under your avatar is not correct.

Noticed it's enrolled for OfflineInsiderEnrol. Don't know what that is. You also need to turn on 'Send optional diagnostic data'.

On a side note it seems to be broken in Windows 10 Insider as well.
When I open the Windows Insider Program page in settings it says I need to turn on Optional diagnostic data.
On the Diagnostic & feedback page it shows Optional diagnostic data is enabled.
Tried to reset it and rebooting the machine, but it still doesn't see it as enabled.

Here is the short version of the In-place upgrade tutorial...

DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software

Make a full OS backup with a program like Macrium Reflect or AOMEI Backupper Standard
Making a backup is optional, but always a smart move.
If you had a backup from before this problem occurred, you wouldn't be reading this.

AOMEI Backupper Standard (free)

Get the Windows 11 ISO image (from the official tutorial (above), or from UUP Dump), and save it to your desktop...

UUP dump

UUP dump lets you download Unified Update Platform files, like Windows Insider updates, directly from Windows Update.

Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will "look" like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.

Choose the Keep personal files and apps option.

After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.

The ONLY thing you will lose is some of your personalizations.
Your drivers, programs and data will be intact.

I have downloaded uup dump file but what is the correct way to use this archive file, the tutorial says to right-click the archive file and click on the unlock button. Is it ok to do it, what if I didn't do it?
the black command prompt window is stuck at 98% downloads not converting to blue color as this forum says.

Helpful questions... both.

Unblocking is fine. Block is just another useless MS thing. LOL
Actually, blocking scripts is a pretty good idea.
A lot of folk will download any old script and run it without a care in the world.
So making it so people need to consciously "unblock" it, will hopefully make them think twice.

OK... don't do anything in the command prompt window.
It will TELL you when it's finished... literally.
It won't say: "We have the tools, we have the talent, it's Miller time", but you'll know when it finally done.

When building the ISO it sort of does it in two stages.
At the end of the 1st stage... it seems to stall. It didn't stall.

Within a few minutes, it will start up again. Then as I mentioned above... it will clearly tell you when it's finished.
Yes... they should have added a line in the process to say something like...

"Hang on, we're not done yet".

The only thing you really need to worry about with an In-Place upgrade is the ISO you use has to be the same version and the same language as your current install.
So if your Windows is... the Pro version and in the Klingon language, then the ISO must be also.

The In-Place upgrade is quite possibly the best thing Microsoft ever invented.

An In-Place Upgrade "compares" what is installed on the computer, with the Windows ISO image.
Then, it overwrites any corrupted Windows files, with clean copies from the ISO image.
This is how it "repairs" Windows while allowing you to keep your programs and personal files.

The In-Place upgrade was probably a mistake by some programming intern that then got fired. Just kidding.

Microsoft is planning on adding the In-Place upgrade somewhere in Settings.
It'll then, pretty much be a one-click wonder. ^^

Probably not the latest info, but it gives the general idea...

In-place upgrade for Windows 11
As you can see in the above screenshot, there’s a new hidden option called “Fix problems without resetting your PC” in the System > Recovery page of the Settings app, with Microsoft describing it as a new way to reinstall the existing build of Windows 11.

In the end, it might be faster to just download the ISO then do the In-Place... manually.
To make the In-Place a one-click affair... will require some serious server investment on MS's part.

The Windows ISO is about 5GB, and a typical Windows Update is about 500MB.
Just think about how long it takes MS to handle... update Tuesday, for example. And that's only a small file.
The In-Place upgrade requires a file that's 10x larger. ^^

The very best part about an In-Place upgrade... is that when it's finished, you get to say...
