Two thoughts come to my mind. 1. The computer's CPU is too under powered. 2. There is a problem with the ram. Either way if it was me the computer would go back.

Out of juice as in out of power, The ram way exceeds the capabilities of the processor. Just a weirdly bundled pc is all.

Tell'em to return it. As pointed out below there are great Mini PCs at all price points. As long as they're not a gamer or video editor, these words are currently being typed into an AMPLE $230 Mini --
