Most IT depts do not have this problem, deploying updates via dism or similar anyway.

The reason LTSC exists is to bypass feature updates altogether.

Businesses can't afford downtime and critical updates ideally should be hot-patched.

No major company I know would allow users to upgrade early unless tested by IT dept. I have gone on bended knees pleading for an update if needed for any project I work on - deathly silence 😤.

Upgrading early, in the sense I think you mean it, is not what this is. Used to be, in WUfB, once you deployed a feature update, it was required, and users had basically no say in when it happened. Now, you could, for example, deploy a FU as required with a deadline six months from now, and let those users who want to install it, install it now. That’s what they mean by early: at the user’s leisure before the deadline.

This is not “oh a new feature update is released. Let me install it before IT tests it.”

I'm thinking there should be a hybrid of hot-patching and committing updates to storage, at the least for all Windows users.

Heck, I have Ubuntu Noble on my Comet Lake (10th-gen) build with an Arc A770 8 GB, (24.04) and a bunch of people can get hot-patching, and it's not under an additional paywall.

Ubuntu 24.04, supports Arc well! Then again, Debian and distros based on Debian, have the propensity to have excellent Intel graphics support, out-of-the-box!
