I recall that in the 1980's, when I got my first computer, there was "key trapping" software, which could make a key type whatever character you wanted, or even make one key type a whole string of characters. Is there any software of that kind now available for Windows?

I remember in the 1980s and 1990s, I used something called keyboard macros which let's you set keys to do a sequence of tasks or type things like you mentioned.

you can use AutoHotKey to map one key to a function (multiple key input), such as this example (Does nothing, just an example of making the 'C' key type Alt+Enter):
