Laptop not booting from flash drive

i have a dell 9520, which had a bad ssd, so i replaced it with a samsung 990 pro, i have the installation files and the Intel Rapid Storage Technology Driver

problem is it wont boot from the flash drive, although it did 24hrs ago, but i did not have the Irst driver at that time, and i cannot access the bios by pressing f12 or f2, it is stuck in a loop, where the Dell Logo appears, then it goes to a black screen, it does this constantly regardless of the flash drive being plugged in or not, plus i cannot really shut it down,!!!

During POST press F12 to launch the BOOT menu. You should see an option to boot the USB drive as UEFI.
Is the USB drive formatted as FAT32?
