I would try to repair the problem in every way first Bob because if you do a clean Install you lose everything you have done already can't you just use a recent backup and see if that helps

I don't have the Fast Start up in Control panel just Fast Boot in BIOS but it is one of those settings best avoided as it can affect other settings
