Does anyone else have a problem with Outlook 2021 and the app bar that's on the bottom, and does anyone know how I can get it back on the left side?

Try this:
I believe you will need to put a 'check' in the box, then restart.

I think you have to be on an Insider Build.

EDIT:
Never mind that, that's not it either! 🤷‍♂️

I ran all three Builds, each with and without the RefreshUX, 6 iterations in all, and had the option throughout!
Maybe it's a Controlled Rollout thing! 🤷‍♂️

@forumwt
Maybe try running an Insider Build..., perhaps the option will be graciously bestowed upon thee, compliments of MS!
I didn't realize the option existed til @TheVisitor pointed it out! 🤷‍♂️

Lol, wtf is MS doing here? Switching to the beta channel, the update was almost 1GB, and still, I don't have these options. Maybe MS has disabled the left sidebar apps ?

I will try now on VM with vpn and switch region to USA.

Edit: It does not work. I tried on the Current Channel (Preview) and Beta Channel, and it still does not show these options.

Try a reg edit...
At Computer\HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Preferences toggle the EnableAppsInOutlook DWORD to 1

Create a String at Computer\HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Common\ExperimentEcs\outlook\Overrides
name it Microsoft.Office.Outlook.Hub.HubBar and set the value to true
see if you get the option in Advanced Settings...

Put the same String in the Overrides folder just below the other one...

If that doesn't work either, consider opening your own thread on this subject, before @Brink gives us spankings for choking up his Sticky Thread! ;-)
