My desktop gives wrong location when I say detect location how do I change that?

Check your Time Zone for correctness, a Default install of Windows uses PST/PDT. Your time in your Profile suggests CST/CDT. Are you using a VPN? Where is your ISP located? My ISP is 80 miles East and some things frequently show me as there.

I see this when logged in as a USER. I have to log in as an ADMIN to turn it on.

Does your User have Standard rights or Admin rights? I've seen that make a difference.

Forgot to add, have seen some things couldn't be done on Windows if it has not yet been activated.

That can make a difference. I only set Standard rights for clients requesting for needs such as having children using the computer, prevents inadvertent problems with adjustments, adding software, deleting software, etc. By default the first User during setup is an Administrator with Admin rights.
