Solved PDF

why can't i move a PDF icon in a folder and rearrange it like on my desktop when I let go it goes back to where it was

Folders in File Explorer have their files organized according to the column headings in the right pane, right-clicking a heading can rearrange the line-up of the files but it does not apply to the icons for a program associated with the file type.
