If a special driver was needed just to boot into Windows PE to start the installation, it would actually need to be in boot.wim, instead of install.esd. Install.esd is not looked at until after Windows PE starts.

I've been thinking about my own statement. In the future, when newer versions of 11 are released, you can probably extract the preboot drivers from the install usb they are sending you...if you can locate them by mounting the drive. Knowing HP they may not have them in a logical location on the drive. I would think either in a folder by themselves or in a folder inside the .wim file maybe. Anyone else think differently?

I have my preboot driverson a separate usb. If I clean install, I just point it to that separate usb during installation.

I checked the drivers page for that AIO and HP does not offer f6 (pre boot) drivers to their users.

I also noticed something else about that AIO. Did it come to you in S mode???.

It would be possible. Just copy the boot.wim file from the USB flash drive that works to replace the boot.wim file on any new USB flash drive created with the Media Creation Tool.

Normally the IRST drivers are not needed to boot the USB flash drive and get into Windows PE. The Intel IRST drivers need to be loaded at the screen that shows drives and partitions because that screen will just be blank until you load the IRST drivers. I'll bet you 10 gallons of gasoline that the problem is not that a "special USB flash drive" is required and it is something else.

Whoa! We need to back up here, folks. I just noticed he has AMD, not Intel. Have y'all ever heard of an AMD machine requiring f6 drivers???? The only weird driver I see on HP driver page is a chipset for something called Picasso. I'm not an AMD girl myself so that's foreign to me.

I read on HP support site where laptop users were complaining about the same thing. It seemed to be that usb-c ports were not recognized at boot and to get them to be detected a softpack had to be installed.. I passed it up since it was for laptops, but then got to thinking. This is an AIO. Don't they use laptop components? I don't guess it matters since the OP is returning it, but I'd like to know what's causing it.

My old lenovo would not boot without oem amd sata drivers.

It is always a detective exercise working out which drivers are needed but storage controller drives are the first place to look based on my experience.

Yeah I mentioned that back in post #17. I should have said install files on usb not install.esd. My bad..
