You can apply the reg key bypasses for in-place upgrades. The current 24H2 version works, even if it's overkill.
I don't know about your network topology, but use aria2c to multi-thread the download from a staging server. Maybe host from a publicly viewable OneDrive share to remove authentication issues.
Script mounting the downloaded ISO to a drive letter, or just 7-Zip extract the ISO to a local staging folder. Then run the upgrade from the right path.
