That seems odd.You are going to need the Intel Rapid Storage Technology (IRST) which should be available from the HP website. You will need to put the driver on the USB flash drive, then you can load it during the setup process.

No drives can be found because the Media Creation Tool does not provide the storage drivers. Follow these steps to create installation media, locate and install the missing storage drivers, and complete the Windows 11 or Windows 10 installation.support.hp.com
The main reason I'd expect IRST driver to be needed would be if an Optane cache card was present. I don't see one mentioned in the specs for the 17-by4061nr.
