I haven't checked it but does that inability come up when using KIOSK mode? A number of things are prevented that way.

I couldn't say. All I know is I haven't done anything intentionally to make the start menu behave like it is. I have another PC (Laptop) and that's fine. I think the PC could do with a full re-install if I'm being honest. However I was willing to replicate what the OP did to resolve the matter for now. I was just after a step by step guide on what to do. :-)

No it didnt affect anything at all copying files and replacing policies folder from healthy user didnt work.
I just deleted completly winx folder on damaged admin account and restarted pc and now everything is working fine,standard winx menu returned and when I checked folder the thing that was different was that polcies folders werent faded but looked normal.
Dont know what happened but its solved.
I am just curious what was going on.
I did what you did and deleted the user admin WinX folder. Restarted my PC and everything is back to how it should be.
