Solved No WiFi on Win 11 cold boot

My windows 11 has no internet available on a cold boot? If I restart it always has internet??

You have not said if you are connecting through ethernet or wireless adapter. Here are some things to try. Hopefully, one will work for your issue.
1. Turn off computer.. Powercycle your router. Restart computer.

2. Run network troubleshooter. Settings- System-troubleshoot-other troubleshooters-Internet connections-RUN

4. Attached below is @FreeBooter .bat file which resets network components. Unzip it. RIGHT click on the .bat file and select run as administrator.

5. Check for file system corruption. Open a command prompt as administrator and type sfc /scannow
After system file checker completes, make note of whether it found and corrected any problems. If found and corrected, restart
If it found problems it could not correct, in command window type dism /online /cleanup-image /restorehealth.
Restart

6. Change power settings for wireless (or ethernet if you are using lam cable to connect) adapter in Power Options. Control Panel-power options-Balanced should be checked
Next to balanced, click change plan settings
Click Change Advanced Power Settings
Expand Wireless Adapter (or ethernet) Settings
Expand Power Saving Mode
Under Setting change it to Maximum Performance

7. Open Control Panel-device manager
Expand Network Adapters
Right click on your wireless adapter (Or ethernet adapter) and select properties
In Power Management tab- Uncheck 'allow the computer to turn off this device to save power'

This sounds like it could be an issue with "fast startup". Fast startup is a feature in Windows that is only applicable to a shutdown, and not to a restart operation which is why I am singling it out here. Any time that I hear something works after a restart but not after a shutdown, I always think of this first.

Please try this:

Press the Windows Key + R. In the box type "powercfg.cpl" and press ENTER.

Select "Choose what the power buttons do".

Click "Change settings that are currently unavailable".

Uncheck the box for fast startup.

Click on "Save changes".

Now try a shutdown and then power back on again. Does it now work properly?

Thanks to glasskuter & hsehestedt for their time and help. The solution was turning off Fast Startup as suggested by hsehestedt. Thank you! That being said, would there be a way around this and still keep Fast Startup enabled?

With today's faster systems and drives, It's not really needed any more.

Though disabling fast startup fixed the problem, I booted up today and had the problem again! I checked the power settings and found the fast startup box was again checked?! Wonder if there is a way to lock the settings?

I'm not sure about Win11, but in Win7 and Win10, setting the basic internet connection services in services.msc to Automatic then restarting will establish connection while in a cold boot.

There's about 5 to 7 services needed to have internet connection.

Thank you, WyattCollins! I'll check into that if I have more problems - It seems to be okay now though. It possibly got changed by a Win optimization program I ran.
