A clean boot is a troubleshooting technique that allows you to get the computer up and running so that you can perform diagnostic tests to determine which elements of the normal boot process are causing problems.

Along with @FreeBooter suggestion, monitor task manager for overload of resources. If cpu, ram, or disk is at 100% file explorer will be slow to respond. You have to figure out why. Click the column header to sort the processes or apps hogging the most resources to show at the top.

Make sure you have no corrupt system files that is causing this problem. Open a command prompt as administrator and type sfc /scannow
Pay attention to the scan results to see if SFC found anything it could not repair. If it found corruption it could not fix followup with this command (note the spaces)
dism /online /cleanup-image /restorehealth
