@fabio8v : do you use custom build? or you create your own build with w10 iso?
if so, that is your point....
some custom build disables many things, including TPM Check and other stuff and make windows store think you are w10.... so however you tried to uninstall and reinstall, it will revert back to your "Default" Notepad.
and the solution only one
you need advance level to replace notepad from original ISO to your ISO or installed windows.
or
try to get other ISO that include the "real" notepad.
BUT ... if i read your post... you did 1 more things.. installed same ISO on virtual, in fact at Virtual Machine, the notepad are working....
if between real machine and/or with virtual machine and other machine use same ISO ... then ( no matter you bypass the tpm or custom iso build) it should be same notepad.
Except this is what happened:
you installed W11 on 2 PCs and noticed that the notepad is not correct or the version you want to update... then you do..
on PC 1: You installed Windows then you deleted Notepad (accidentally or on purpose) then you took it again from the microsoft store.
on PC 2: You didn't delete notepad, because on PC 1 there was already a problem
