Hmmm. You can clean install directly from the nVidia installer, absolutely no need to use NVCleanStall for that.
Run the installer from nVidia directly, let it extract the files, then when the installer pops up, pick either one, then Agree and continue, and then under installation options select Custom (Advanced), click Next, then check the box for a clean installation.
However, if you still want to use NVCleanstall, here is the way I install the nVidia drivers, start to finish.
Note: This is just my method, and my tweaks applied as I want them, you are not obligated to set any of these tweaks that I do.
First step is to manually download the file myself from nVidia for my RTX 3080 TI.
Then fire up NVCleanstall and tell it to use that driver I downloaded:

Let it unpack the driver, then you get your options (Installation Tweaks):
I opt to use previous settings (button at the bottom) that will use the same settings every time so I don't have to remember them all...
And, finally, after it does its magic, I have it also build a package so I can easily install the exact same driver with the exact same parameters without having to do all this again.
