When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. On Windows 11... once you delete the LCU folder, it never comes back.
I noticed, a while back... that I had no LCU folder either.
I was perplexed, until I went back to my (dirty deeds done to W11 notes), and saw that I had deleted the LCU folder right before I made my first Windows 11 backup.
After I upgraded my System One from 21H2 to 22H2 I set up a copy of its old 21H2 as a native boot .vhdx so that I could dual boot between 22H2 and 21H2 in case I needed to answe support questions for 21H2.
Here is my system One running 21H2, and again after the upgrade to 22H2.

Thank you for that! Yes that is the answer, my 21H2 machines still have the LCU folder and the one I was complaining about is 22H2. Advantages/disadvantages of updating.
