Not sure, but I assume, they take a hardware profile ID of your system and attach the key to that... similar to how Windows makes you jump through hoops if you change out the motherboard or other certain hardware as it's not seen as the same computer. (at least at first)

I would think, if you restore then you are restoring an already activated product, but tbh I'm only guessing.

I don't know about a reinstall, but a restore from a Todo backup puts you back to where you were when you made the backup. Most other programs registration also worked with a restore. There might be a program that uses special tricks so that you don't share it, in that case a Sector By Sector restore also lets those programs works too.
