Possible bug in WIN 24H2

If I have 3 File Explorer windows open and If I have a program maximized and I want to select a File Explorer window. I hover the mouse over This PC icon shortcut on my Taskbar it it shows the 3 File Explorer windows. If I move the mouse over to a file explorer window and click on it. it selects the window and now it's on top of the maximized program. So I can view the File Explorer and drag a file into the maximized program.

Since I installed WIN 24H2 and all the updates a month ago, sometimes when I click on the File Explorer from This PC icon shortcut on my Taskbar window, it doesn't select the window and put it on top, it does nothing. If I minimize the program window then I can see the file explorer window. If I right click on the File Explorer window, I can right click and select mazimize. The the File Exploere window opens maximized and if I then minimize it, it's now in position on top of my maximized program.
WIN 24H2 has been around a long time, is there a fix for this?

I just set This PC to show on my desktop, and I don't run any windows maximized.
When you double click the This PC icon... File Explorer opens on top of everything else.

    Still assembled, still runs. Haven't turned it on for 15 years?

This means that your File Explorer icons are grouped in the taskbar. What if you [temporarily] disable grouping of taskbar icons? Does the problematic behavior still persist?

I just disabled grouping of taskbar icons and then grouped them back. Keep in mind this doesn't happen that often, maybe a few times/week. Most of the time it works fine
