You show a Desktop computer in your My Computer, there's no need for the Plugged in feature/choice that is for a Notebook/Laptop. A Desktop does not have 2 options for power like a Notebook has.

If the power options are missing completely from the advanced power settings, you can enable them by changing two registry entries. Run a Terminal (or Command Prompt) as administrator, and use the following commands.

Enable Maximum Processor State

Code:
reg.exe add HKLM\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\bc5038f7-23e0-4960-96da-33abaf5935ec /v Attributes /t REG_DWORD /d 2 /f

Enable Minimum Processor State

Code:
reg.exe add HKLM\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\893dee8e-2bef-41e0-89c6-b55d0929964c /v Attributes /t REG_DWORD /d 2 /f

If you decide you want to hide them again, change the 2 near the end of the command to a 1.
