Interesting. It's not because of local account. All my Win11 machines use a local account and not seeing this.

I'm a computer enthusiast so have quite a few systems that I run. More like an advanced hobby.
Local account has nothing to do with it. I think it is due to one of your group policy settings that you changed or some change you've made to the registry. It does say managed by organization policy.
Windows Update policies for computer-based configuration are located in the path PolicyName > Computer Configuration > Policies > Administrative Templates > Windows Components > Windows Update.
Only you would know what registry tweaks have been done.

I did not do any registry tweak, any idea how to fix it?

I searched the forum. We've had several (not many) reports of this in the last couple of years, but none of the suggested fixes seemed to fix it. You could first try a repair install which might fix it, but I feel it's doubtful. It would be worth a try, though so I would try it.
Repair Install Windows 11 with an In-place Upgrade Tutorial

I believe the only thing that will is a clean install going by some of the other reports. If it comes to that, back up all your data.

One long shot to look at before doing that is to enable the hidden administrator account to see if those options are grayed out in it as well. Open a command prompt as administrator and type net user administrator /active:yes
Restart the computer. You will see the administrator account on your signin screen. Login to it.
If per chance options are not grayed, enable what you want. Restart again and login to your account to see if they remain enabled.
Disable the hidden administrator account by going back into command prompt as admin and typing net user administrator /active:no
Let me know if that makes a difference.

Sorry I have nothing better to offer. Maybe someone else will step in with other advice.

As already suggested, I would check your group policy settings related to Windows Update, even if you didn't change something, that doesn't mean that nothing has been changed.

I found a solution I change this flag to disable:1709488578682.png

And now I still have 1 setting that is still grey out any idea how to fix it?
As you can see from the image below the "Get me up to date" button is grey out:

Looks like some Group Policy is responsible for this as well. Examine all the Windows Update policies and Google them to confirm they are the default.
