Are you sure these deleted files aren't files deleted from other/secondary drives?
I seem to recall Storage Sense having a problem with this.
That the only files storage sense cleans up from the recycle bin are files that I originally deleted off the C drive

I manage my own storage and have storage sense off, but for testing purposes I turned storage sense on, let it scan. When I attempted a manual run of storage sense, it sat there for almost an hour and did nothting. When I noticed my cpu usage was 100% and into an overheating situation.
I shut it down. I tried disk cleanup and everything worked fine.
This is a 2 week old clean install of Windows 11 24h2. My SFC comes back clean.
I surmised this was one of those issues with 24h3 that MS has kept under wraps so I went to the feedback hub and found a number of different issues being reported about storage sense. I found this.
