I just checked again, I was wrong about the only key in HKCR\Local Settings\MrtCache that matches both Microsoft.Paint_ and _x64__8wekyb3d8bbwe being just an empty one. It isn't. It does contain a value with ShellNewDisplayName_Bmp still after all. We could try to figure out why your edited version of the batchfile doesn't seem to be working for BMP, but I don't think that letting the batchfile scan the whole registry for ShellNewDisplayName_Bmp would be such a good idea, because doing that would probably make it far too slow to be practical in any way.
