Same photos in file explorer "pictures" and MS Photo app gallery

All of my photos are in the MS photos app and also in the file explorer "Pictures" folder. Doesn't that use up duplicate space on the hard drive? I don't use MS OneDrive. It is shut off. All files are stored locally. I would like to delete the photos in the Pictures folder but doing so deleted them in the MS Photos app also. Any idea how to get rid of the Pictures folder contents?

The "Gallery" that Photos points to is actually the "Pictures" folder.

There is no duplication.
