Screen stays off after wake

I have to press a key or move the mouse to wake the screen(the laptop is awake but not the screen)
Is that a windows feature or is it the way this laptop works

I'm guessing it's a feature as you have to press a key to sign in.

I am already signed in,the screen is just off
When the screen wakes,I am where I left it,no log ins required

Check in BIOS power settings. Maybe there is a screen timeout independent from Windows. Set the screen to never turn off so you can control it only from Windows. I have seen that in desktop computer, not sure if it applies for a laptop. Unless your laptop supports the new "modern standby" (not remember the term) that is known to cause issues. Go to BIOS, power settings and disable any standby, select the old type if available.

I switch to the old standby mode because I don't like the modern one and that cases the screen to not turn on
There is nothing in the bios about it
Modern Standby is almost acting as if I turn off my screen on my phone,many things may wake up the laptop

Set the laptop only to standby, don't set the screen to turn off in power settings.

The only thing I see is
1.Turning off the screen after x amount of time while idle(it is set to 20 min but even if I put it to sleep and then wake it up right after,the screen is till off)
2.When plugged in,put my device to sleep after - it is set to Never
The laptop is almost always plugged

I cannot find any option to turning off\on the screen after sleep
I do want to it turn off when I put it to sleep but I want to screen to turn on when I wake the laptop

Please open command prompt as admin and type powercfg -a

Your power options look good. Modern standby is definitely disabled and S3 is enabled. Are you overclocking? If so I suggest you disable all overclocking and test. It's always best to troubleshoot such issues with overclocking off.

Then Try this. Control panel>power Options> Make sure "balanced power plan is selected" then to the right select "change plan settings" On next screen select "restore default settings for this plan" Save changes & restart
(OR If blanced power plan is already selected,. to the right select "change plan settings" On next screen select "restore default settings for this plan" Save changes & restart.)
Manually put the computer to sleep. Will it sleep and wake up correctly?

I am not overclocking,everything is locked,I wanted to undervolt but that's locked too

The power plan is set to balanced
The default settings will just restore things I wanted to change and I use the exact same settings on my old Win10 MSI laptop where I did not had that problem

And yes,it goes correctly to sleep mode and also wakes up correctly...except the fact that the screen is off
It's like you wake up the laptop,everything loads correctly but to also wake up the screen,it requires some input

I understand, But just because they are the same brand, it's still comparing apple to oranges. UEFI bios are different, 10 and 11 are different.
I had a customer just yesterday with a Dell laptop with sleep/wake issues she had never had before windows downloaded a cumulative for 23h2. The above solved her problem so we did not have to uninstall the cumulative to prove if it was her issue or not.

Be glad that your screen will wake successfully. Small price to pay. The many reporting they can't get their screen back at all without a forced shutdown and reboot would gladly change places with you. Searching the web will get you all kinds of sleep/wake issues. Since I run 24h2 my feedback hub is for 24h2. There are many there. If you run 23h2, check your feedback hub. I will bet you see similar reports.

Other things to try in no particular order, ,each with varying severity, if you choose to pursue it:

update your graphics driver from MSI.
If problem started after an undate, uninstall the update.
reset uefi bios to default.
Update to latest bios.
See if it happens in clean boot to eliminate software conflict.
See if it happens in safe boot to eliminate flaky 3rd party drivers.
Run SFC (system file checker) to check for corrupt system files.
Run dism using restorehealth option.
Do a Repair install.
Do a clean install.

You are wanting a cut and dried solution for a problem which IMO is no real problem at all since when, in fact, you are able to wake both the computer and the monitor successfully. When it comes to sleep/wake isssues there's no "one size fits all".
