Seagate Free Agent 2.0 USB drive doesn't boot after cloning Windows 11 pro.

I am on Windows 11 Pro on a Dell Optrex 3000 tower

On the previous computer I had two SATA HDD with Windows installed on each of them and I'd boot from either of them, if need be, in case of problems with the other HDD..
On the new Dell I'd like to do do pretty much the same, i.e. have a bootable 2nd drive on stand-by, in this case an older Seagate 235 GB 2.0 Free Agent.
I have cloned on the Seagate Free Agent my current fully loaded Windows 11 Pro with Macrium Reflect , with the expectation that I could boot from it, after setting it as a 1st priority on the BIOS ( UEFI). Unfortunately it doesn't show in the Boot configuration and it doesn't boot. Any suggestions?

I have a Dell OptiPlex 3020 and the only USB drive it will boot from is Linux LiveUSB, mine is Mint but I have used several based on Ubuntu such as Lubuntu, Xubuntu and Kubuntu.

Is it the usual to be able to boot Windows from an external USB drive?
No it's not normal and as far as I know can not be done by cloning to a usb drive. I believe with 3rd party software one can create a windows live usb.(what at one time MS offered called windows to go but it's no longer in development) I've never tried myself as from what I've read, it's painfully slow.

This is the best I could come up with. I couldn't post a screenshot of the boot info because I'd have to be booted into Windows to create an an uploadable file for it.
Also, I am utterly unable to use the ADD On option, The USB device to be added shows in the ROOT list, but the system refuses to add it because it requires a File name and I cannot type it in.

If you want to try with an older version of RUFUS, I think I have some. But possibly available from RUFUS
I tried, but it doesn't work, because RUFUS is only for a fresh installation of Windows. My goal was to have a fully loaded OS to be booted on from the USB Flash drive. This is what I'm diffuculties with.

What does it imply that the Seagate has only one partition? Is this why it is not bootable? Do I have to have a 2nd partition? How ?
Or should it be a USB 3.0 ? Currently I also have a 128 GB USB 3.0 pen drive. It has enough memory to take the fully loaded OS. I have tried it, but it doesn't work. I am really short of options.

Yes. You only cloned the system partition, but it also needs the boot and (potentially) other partitions on it as well in order to be bootable.

Post a screenshot of your Disk Management screen for the main drive in your system so we here can point out which partitions you'll need to clone to the external drive to make it bootable. See mine as an example:

Mind you, this won't guarantee that it will boot - but it should, theoretically, get you closer to an external bootable solution.

To follow up my previous reply, yes, I'd very much like if you could let me have the older portable version of RUFUS, 4.42103, because I cannot find in their list of downloadable versions. Your RUFUS screenshot is different from mine. Perhaps the portable version works.

portable and non portable versions are identical when comparing the same build number with Rufus, except for the "p" in the name and, according to the developer,

Yes. You only cloned the system partition, but it also needs the boot and (potentially) other partitions on it as well in order to be bootable.

Post a screenshot of your Disk Management screen for the main drive in your system so we here can point out which partitions you'll need to clone to the external drive to make it bootable. See mine as an example:

Mind you, this won't guarantee that it will boot - but it should, theoretically, get you closer to an external bootable solution.
It was already attached in my previous reply. I'll resend it.
AS you can see, the main drive is the SSD on Disk 1. THe SATA is ( G:) on disk 0.

The 232 GB Seagate USB is Disk 2. Yes, I see that there is only one 232 GB Basic Data Partition (D:) and a 2nd unallocated 721 MB partition. Is this the problem? How do I go about it?

portable and non portable versions are identical when comparing the same build number with Rufus, except for the "p" in the name and, according to the developer,

Allright, I d/l the 4.42103 p Rufus version. I set it for Windows To Go and the fully loaded Windows ISO file ( rather than the fresh install ISO),
The START process begins but it stops with an error message " undetermined error while formatting" , even though I had already formatted the USB drive from the list of drives on the PC tab in the Explorer.
