Slowdown when entering the power menu in the settings app

I'm on Windows 11, and drivers are up to date. I have no idea why this happens, it's reproducible every time in the Settings app.
I'm constantly moving the mouse, and as you can see it goes really slow when swapping between the views. I've not notices this anywhere else in the Settings app.

I'm have a 3 monitor setup, middle one 480hz with G-Sync enabled and two other at 60hz.

I did a DDU and reinstalled the driver too, made no difference.

I could change all keys except the last one, SecurityHealthService and rebooted.
It made not difference, unsure if that last key was required or not so I reverted and rebooted again.

I tried booting into safe mode and when I open the Power option, the Settings app just crashes, I tried look for clues in the Event viewer but could not see anything there hinting to a crash or the Settings app.

I tried running DISM /Online /Cleanup-Image /CheckHealth and it reported everything was healthy, and sfc /scannow does not find anything.

strangely enough i get the same issue. When i enter system- power, when clicking power my curser lags. I also play a lot of games and when i close out of a game or some programmes i get the same issue. The curser has a delayed response. I have an AMD 9800x3d and a 4090 gpu with 32gb of ddr5. So its no slouch. My laptop, a 13700k and a 4070 gpu doesnt do this at all.

I game as well, AMD 5950X, 32GB DDR4 with a 3090 GPU.

Tried the same thing on my laptop and it was fine there. I also tested my work PC today and it's noticeable there too, but more so you can feel the refresh rate going from 60hz, to maybe 20hz for less than a second. You can still move the cursor. While on my main PC the cursor is really sluggish and freezes as the video show.
