Solved Start11 Display Control Panel as menu

Start Menu > Configure Menu > Quick Access Side Shortcuts. Select "Display as a link" or "Display as a menu".

You should be able to add it to the Taskbar as a menu also:

The only issue is, I believe it's supposed to be a flyout for "All Control Panel Items" but it's not flying out. It will however open the panel.
Adding it in the actual Start Menu as Stigg shows will enable a flyout. I may make comment on their forum.
