By accident I've found a way of starting a file explorer window that always has the legacy ribbon active.
First go to Windows Tools from Control Panel (or from whatever shortcut you've used - mine is pinned to the task bar).

Now click on any entry in the left panel, eg Windows (C), and this happens every time.

So the code is still there. None of the registry hacks work any more on 22H2.
