System Will Not Go To Sleep

I have spent so much time looking for solution to put my system when it reaches it's set time. It will not go to sleep. The display will turn off at set time, but not the system.
I have been working with Dell. Every time they send me some links, they all will NOT be for Windows 11. I spoke to the support, still not help. I was asked if the system can be sent to them to troubleshoot, and returned to me, at their expense. This will be a logistical nightmare, for my PC not going to sleep. It's my work PC.

When "Make my device sleep after" reaches:
- Power button light goes off.
- Graphic card light stays on.
- Processor fan keeps running.
- Power supply fan keeps running.
- Power supply light stays on.
- Hard drive light keep blinking.

So, the only things that stay on are the monitors and the power button light.
Please, if you have any solution for me to try, please, please, let it be for Windows 11 Pro.
Everything I get from Dell, I cannot find the section to select what am supposed to select.
Since Dell is not helping me find the solution, I now come to the community for help.

By the way, I have updated all possible updates for Windows and for Dell, including the BIOS.

Try sending it to sleep and then if it still doesn't do it, open a elevated command prompt and type in:
powercfg /requests

then post a screenshot of it here, this is just to see if anything is preventing it to sleep.

Then try running the IdleClock.exe from the attached and keep your hands off the mouse and keyboard, the clock is suppose to get bigger and if it resets to 0, that means something it resetting the idle clock.

All of a sudden, my laptop also would not go to Sleep, so I'm using Hibernate. That also works when I close the lid.

UPDATE

After so many technical support help to make my Dell XPS8960 go do sleep, at the end of each support, I will be told that the XPS system is so by design. Dell even went as far as to send a technician to my me to replace the mother board and the processor. Later, Dell told me my system will not go to spleep since it's so by design. Why keep trying to help and later to be told it's so by design.

I missed something else that stays on,
- NVIDIA Graphics logo light
- Network plug light keeps flashing continuously which shows activities.

In sleep mode, why would the hard drive and network plug light keeps blinking.
I am still not satisfied with this issue. The PC has two NVMe, one SSD SATA, and one HHD drive. When in the sleep mode, the HHD can still be heard running.

Dell sent me an official letter that my XPS 8960 acts as per design.

Dump your current power plan and post it here.
powercfg /q from a cmd or powershell window

You can also run powercfg /a to see which if any sleep states are enabled/allowed

I am looking at all of the responses I have a few,
1) go to task manger and task bar settings see what is running maybe a task or tasks you can end causing issues.
2) Control panel see what the power plan is reset a another.
3) Go to Dell tell them what your desktop is doing they know your computer
4) I go to Copilot it has helped me a lot I use phone app as well as pc app. I ask using phone app you may have to reset desktop that having on your phone app on you can follow instructions on your phone app.
Once you use Copilot you will have one more source to get help.

After technical supports from the Dell technicians, remote connected help to resolve my XPS 8960 not going to sleep, sending the a technician to replace the processor and the motherboard, after all these occasions, I will be told the situation is by design. If Dell knows, why keep trying to fix it? At the moment, here's what I experience:
- Power button light goes off.
- Graphic card light stays on.
- Processor fan keeps running.
- Power supply fan keeps running.
- Power supply light stays on.
- Hard drive light keep blinking.

Three days ago, I realized something else.
When I power down the computer, I can restart it by either left-clicking on the mouse or hitting any key on the keyboard. Is this normal? I don't think so. It cannot be a new thing with the XPS models. Strange.

I have one of THESE and from full shutdown it will wake up with a press of the keyboard or click of the mouse button.

Upon doing some research into how to turn this off, it leads me to a BIOS setting. Still checking on that.

    This machine is used as a media pc for watching tv shows and movies.

    Kodi is installed and used for media.

    This windows install is completely stock, not running any start menu or any other type of program to modify windows explorer or start menus. Only uninstalled pre installed apps.

My guess is that Dell meant that it uses Modern Standby. Awhile back I almost had a HP laptop get fried because of Modern Standby. It was so hot I could barely touch it. Luckily after it cooled down the laptop was OK. If you haven't tried it yet, try using Hibernate instead of sleep.

I have been using Hibernate instead, though it is still different from Sleep. Hibernate is just like powering up the system. My other Dell computers, and the one at the office, all I do is just touch a key on the keyboard or move the mouse and all shows on the screen in two seconds. Hibernate is my only option now. Sad really.

I have one of THESE and from full shutdown it will wake up with a press of the keyboard or click of the mouse button.

Upon doing some research into how to turn this off, it leads me to a BIOS setting. Still checking on that.

I called Dell. The first option did not work, which was:

- Shut down the PC
- Unplug the power cord
- Press down on the power button for ten seconds
- Plug back the power cable
- Power on the PC

When I move the mouse or the any key on the keyboard, the PC did NOT wake up.

I shut it down to test again with the keyboard key, the PC work up like usual.

Now, on the phone, he never mentions it is by design but still trying to help me.
I could not send him the log file I created since the Dell system will only take 15MB
but the log file I got saved with the utility from Dell, created a 17.2MB file. Go figure!
I'll wait and see. As soon as I get any new info, I'll update this post.

It will display what sleep states system supports.

Oh, my bad now I know what you mean.

The issue with the XPS is, the system goes to "Sleep" in theory, but nothing goes off, just like the PC is running still.
I have tried different sleep configurations. Dell keep saying it is by design.

Modern standby and hibernate is all you have now.
Your other system probably used S3 which is why you were used to everything turning off.
There is a tutorial to disable modern standby and enable S3 should you want to.
