Taskbar lines up RTFs instead of side by side

I put Wordpad on my Taskbar, because often I need to open it and type something. Now when I have another RTF open it lines up on the Wordpad icon on my taskbar. In Win 10 it doesn't do that. Now when I want to open a new wordpad app, I have to click on the wordpad icon and move the mouse up to a new wordpad. Is there a way to stop it from lining up on the same icon?

Settings>Personalization>Taskbar>Taskbar behaviors>Combine taskbar buttons>Never
