Solved Tried installing Windows Insider Dev Build [Version 10.0.26120.2702] three times and Recall won't show up! Any pointers??
Here are the things I ensured:
I have a Lenovo Thinkpad, Product Number 21KV0014US. It indeed has the Intel AI Boost NPU as I verified it in Device Manager.
I installed the latest drivers for the Intel AI Boost. That would be 32.0.100.3104. When I go back and do another Windows Update, Microsoft wipes out the new drivers and installs an older 32.0.100.2540. I do not know if that is the problem or not.
I have Bitlocker turned on
I verified through Windows Security that I have ESS enabled.
I tried following the article to enable Recall, but it doesn't do anything for me. That command was: DISM /Online /Enable-Feature /FeatureName:"Recall"
When I look at 'All Programs' from the Start menu, I do not have anything called 'Recall'.
Furthermore, Recall does not show up even as an entry for me to install in optionalfeatures.
What else could I possibly be doing wrong?

Windows Recall requires a NPU with 40 TOPS (trillions of operations/sec).
Retrace your steps with Recall - Microsoft Support
System requirements for Recall Your PC needs the following minimum system requirements for Recall:
Your 21KV0014US, according to Lenovo's
specs PDF , has no more than 11 TOPS.
AI (Artificial Intelligence)
NPU
Integrated Intel® AI Boost, up to 11 TOPS
For now , MS has only decided to enabled Recall on PC's meeting the current 40 TOPS requirement. There's a 3rd-party hack to enable Recall on ARM-powered PC's, but that doesn't apply to your Intel-based Thinkpad.

RECALL not only requires a Copilot+ PC. It also requires that the user has... "a hole in his or her head". ^^
