My Windows version is 22631.3593, I am trying to join Insider Programme but unable to do so, could someone please help me, thanks.

I had a similar issue because I don't have hardware suitable for Windows 11 (No TPM 2.0, Old CPU), so I tried OfflineInsiderEnroll to force the insider channel. I hope, that my reply will be helpful to you.

You probably need to turn on flightsigning.
Run this from an admin command prompt then reboot.

Thank you, finally managed to fix it by deleting WindowsSelfHosting in registry, rebooted and it worked.
