In @Edwin's post above Select and Copy the whole line in Bold text. Right-click the Desktop and New, Folder, Paste that line in the dialog box under the icon.

For giggles and grins I did a registry search for Windows 7 since I was pretty sure that entry in control panel is the only place Windows 7 shows up anywhere. It led me here Computer\HKEY_CLASSES_ROOT\Local Settings\ImmutableMuiCache\Strings\52C64B7E and sure enough there are all the control panel entries.See if that will help you find more about the phantom folder

You don't even need to create a folder. Mine is a shortcut on my Start menu's All apps list, and from there I can pin it to Start.

Make a shortcut to %windir%\explorer.exe shell:::{ED7BA470-8E54-465E-825C-99712043E01C} in your AppData\Roaming\Microsoft\Windows\Start Menu\Programs folder.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2.

I did try and it worked, but that folder does not exist at all on the list...

In windows 11 the old intel graphics was removed and replaced with Graphics Command Center in settings. This is why I am wondering if it is some remnant left over from Intel Graphics Control Panel. We all know Microsoft coding is just perfect. ;) Do all of your programs and games work from settings? What "similar" programs did you remove? If you don't have Graphics control panel you can get it from windows store if you want it. Did you run a Defender scan just in case? Don't have any idea what the folder is but I do know Microsoft has been moving things to the settings. I think perhaps you may not need to worry if a virus scan turns out clear.

Is your system an upgrade from Windows 10?
If so, I suspect it may be an Administrative Tools remnant or, as @humbird said, an Intel remnant.

I don't know for sure, as I bought it as it is now, but while if I go to System it clearly says Windows 11 Home Edition, there was an app (I don't remember which right now) that identified it as Windows 10 64bit?? So it might be an upgrade.

Also, 2 recovery partitions may be present on your laptop if you upgraded to windows 11. The old win10 and the new win 11. My disk still has the win10 recovery partition and a 11 partition. Post a screenshot of disk management.

Maybe the third is your pc manufacturers recovery partition although I have always thought they were hidden. I could be wrong though.
