Here's something I just discovered that might shed some more light on the problem. I came back to my laptop after a 30 minute idle, which I knew was when the mouse clicks would not work on my desktop icons for the first 10 seconds or so, and I noticed in the bottom right of the taskbar a little arrow pointing up at 45 degrees. When I hovered the mouse over it, it said Windows Web Experience Pack was using location services and mentioned something about Widgets. I then quickly tried clicking on the desktop icons to confirm that they still were not working. I watched for about 10 seconds and the moment the arrow on the taskbar disappeared, the mouse started working on my desktop icons.
I already have Widgets disabled. Perhaps I should uninstall the Windows Web Experience Pack? Or maybe Microsoft would like to fix their obviously faulty software? I know, dream on.
