Are you referring to the VLC.exe file? IF so, then I should change it to: videoLAN.exe?

Yes. If detected as vlc.exe is locked to Integrated graphics.

If that's already done. Go to: C:\Program Files\VideoLAN\VLC

Rename vlc to videolan - to be able to use the Nvidia GPU or it's stuck to iGPU as vlc.

Next, use Windows Search and look for Nvidia Control Panel

Set 3D Settings > Adjust Image Settings to Use the Advanced 3D Settings

Click on Manage 3D Settings > Add > Browse and go to C:\Program Files\VideoLAN\VLC then select videolan and set it like so:

Try it now - see if it can use NVIDIA GPU for hardware acceleration.

OK, I've done all that with the Nvidia CP. It now plays video without any issues - YAY!!! However, it always opens in full screen, and is always on top. Not what I want; and the "Full screen" and "Always on TOP" boxes are not ticked. The only menu that I can access is by right-clicking on the screen.

I want to have full interface controls which I have selected in the menus. When I use F11, a second window opens with no video running, only the VLC logo in the center. The video continues to run in the first window. When I select half-size view the video appears in the center of the screen with a black border that fills the screen and displays no controls at all...

With Simple Prefs selected: Input/CODECS Settings
options are: Auto; Direct 3D11 Video Acceleration; DirectX Video Acceleration 2.0; disable
Currently I have left it on "Automatic". Should I select something else?

i cannot reproduce the issue. try something for me:

open vlc with no video playing
go to Preferences > Interface (tab) > Look and feel (category) > Use Custom Sking
browse to "C:\Program Files\VideoLAN\VLC\skins" and select "default.vlt" > save
close vlc and relaunch it
go back to that setting and select "Use native style" > save >close vlc
launch a video and see if it is full screen or not. if it is, right click the video > video > 1) uncheck fullscreen if checked & 2) check Always fit window - relaunch to see if still starts fullscreen

Rarely use vlc (1x or 2x the whole year), i use Mpv as main video player (more advanced - but setting it is not that user friendly - so if you struggle even with vlc - you might have a harder time with that one). Still, its controls are rather simple/easy to understand. You can leave the acceleration on Auto or Direct 3D11 Video Acceleration, you can even try Disable (if running into issues - that's what Auto does - switches to Disabled - while mostly using Direct 3D11 Video Acceleration). But that's not what controls your interface. In case you made any changes - would reset preferences (as shown bellow) - and tick/untick the following (as pointed by the arrows). See if this helps:
