We weren't able to set up your PIN

The above did not work.

When I try to logon I get a loop where I enter pin then Hotmail username and password screen asked to create pin then message "We weren't able to set up your PIN. You can try again, or skip this step and set up pin later" I click Skip for now and back to start.

Just to reiterate I do all of part 3 above and just before step F I get message "We weren't able to set up your PIN. You can try again, or skip this step and set up pin later".

Any ideas how to resolve issue.
