I've never seen this report before. Is there something I need to do to get the command to execute successfully?

As part of my daily diagnostic routine, I run the following steps -

rundll32.exe pnpclean.dll,RunDLL_PnpClean /drivers/maxclean
dism /online /Cleanup-Image /Startcomponentcleanup /resetbase
dism /online /Cleanup-Image /CheckHealth
sfc /scannow
dism /online /Cleanup-Image /RestoreHealth

in a .bat file at least once a day.

What is the 'dism' command you are trying to run?

Dism.exe /online /Cleanup-Image /StartComponentCleanup
It does take a long time, especially after 'Patch Tuesday'.

Have you tried it after running Trim / Defrag & Optimise Drives?
Why don't you try it with the extra operand -

dism /online /Cleanup-Image /Startcomponentcleanup /resetbase

Trim has run in the last day, and the addition of /resetbase changed nothing. Same result as in post #1.

As part of my daily diagnostic routine, I run the following steps

:unsure:@IanMosley WOW! I thought I was on the obsessive side of being a cleaner-upper, checker-upper, but you got me beat by a mile. To do all that every day seems a bit overkill to me. Instead, I use those tools for what they were designed for which isn't every day maintenance, but to each his own. Whatever works for you.

Unless I'm having a problem that requires something more powerful like DISM, it's SFC before update Tuesday to make sure I'm clean going into the update,then DISM if SFC finds something that needs repair. I cleanup temp files and make sure my disks are optimized once a week before I make my image. Otherwise, I leave Windows alone and let it do its thing.

@Wisewiz what messages does your dism.log give you? It should lead you to the cause of the failure.

If you can't get DISM to work for you I suggest a repair install.

At the risk of asking the obvious, you did reboot to try to let the pending transaction clear, yes?

I think you need to run your DISM 'outside' of the image.
I think this is a result of something that can't be executed because it is within the image you are checking.
Just do it offline with a USB boot. Create a folder c:\Result from the command line and then do what's below.
Please be aware that C:\ might not be the drive letter where Windows resides since you booted from the USB.
In my case it is drive Z: from which the command is run.

Code:
Z:\windows\system32\DISM /Image:C:\ /cleanup-image /startcomponentcleanup /ScratchDir:C:\Result

@OAT

Worth a shot. Will try. Thanks.

Well, I'll be tiddly-danged! That worked! Thanks very much @OAT. Cookies above.
I ran the /checkhealth and /restorehealth commands successfully today on both my machines, but /startcomponentcleanup wouldn't run to completion on either of them. I have no idea whether this is a result of the last update to 1586, but I think /startcomponentcleanup was still working in the standard way after the last update before 1586.

If available, please post links on indications for running component cleanup.

For example, if it is not run what problems can be anticipated.

@zbook

I took the idea from @Bree, here:

I've never had any reason to doubt his methods or his logic. (And I talked with him on the last VIP chatfest.)
