I don't understand why you need help if you can do a Win 11 23h2 installation.
- A Z87 MB and 4770K i7 computer isn't officially compatible with win11. You need to do some workarounds to install win11.
- On a Z87 you don't need the IRST drivers.

That has been my problem, cant figure out why it is not working , I already have the work around in place to be able to do the install using the same process I used for Win11 23H2

I didn't see what computer you have. If you show make & model number maybe someone else had the same issue as your going through.

Install using the apply method and see if that works.

If it does that would point to some incompatibility between setup.exe in the insider boot.wim and your system.

If you already have a working win11 installed you can apply the wim/esd to a new partition from there.

If you dont already have a working win11 installed, you could use any win11 pe that does recognize your disk to do the apply.

1. create esp partition ( if it doesnt already exist ) and create a partition to apply the image to

2. Apply the image from the wim/esd to the target partition

3. create the boot critical files on the esp partition with a bcd entry pointing at the partition you just applied the image to

can be done using dism and bcdboot commands

or with something like winntsetup

This is the method I have used for my installations for several years

For example to apply image 6 (Professional edition) FROM J:\sources\install.esd TO partition F:

at admin cmd prompt

dism /Apply-Image /ImageFile:J:\sources\install.esd /Index:6 /ApplyDir:F:\

to populate esp partition lettered z with entries that will boot windows from F

bcdboot f:\windows /s z:

Sounds complicated if you have never done it before, but it is easy when you have done it once.

or winntsetup is a nice way to do it, especially usefull if you have several installations, disks and esp partitions. Has options for things like using wimlib instead of dism, adding drivers to the installation and winre.wim and a bunch of other stuff for more advanced users.

It is based on funjian's nt6tinstaller with other niceties added.

couple of questions , can the partition it is being installed on be visible to the booted windows system, and then run winntsetup and specfiy the partition it should use (not the one that is currently active, but is able to be seen by the os, so for example of Prod Partition booted and Canary partition is visible to the os)

When I try an use HBCD_PE it hangs on starting additional operations at about 85 percent

yes you could run winntsetup from within windows and point it at whichever partition you want to install onto
