Windows 11 - Even after installing the Language pack why we are seeing only partial Install

Hi Experts,

I am working on creating a Image to support more than one Language for example Base language is English & i am adding French and German using DISM command lines.

I have mounted the mount the Wim files using Dism /mount-wim /wimfile:"D:\Win1122H2\install.wim" /mountdir:\_Mount /index:1

Dism /image:\_Mount /add-package /packagepath:"D:\LanguagePack\fr-fr.cab" and the language pack installation is completed without any issues.

but when i try get-intl command in DISM to see the installed languages i am seeing English is showing as Fully localized language and French is partially localized language.

Installed language(s): en-US
Type : Fully localized language.

Installed language(s): fr-FR
Type : Partially localized language, MUI type.

kindly suggest how we can get the French type to Fully localized like English.

If Windows is the single-language version maybe something found in Search may help.
