Windows 11 multilanguage image creation

Hi Experts,

we are creating a Win 11 24H2 image by downloading the image from HP site for our pcs.

Most of our pcs are in workgroup without internet and we use USB for re-imaging these pc.

I am trying to create a single image to support multiple language, so while creating the image i have added the language packs i needed along with English. then sysprep and capture the image and deploy the new image using DISM commands.

Once the OS installation is completed at OOBE i am selecting Japanese or Chinese or any other language, OOBE is completing and the most of the items are showing in selected language but still few items like desktop screenshots, under device manager are all showing up in English.

Kindly help on fixing this issue.

i believe the setting you are looking for is in language settings, time and regional
this is were you can set the preferred language pack system wide.

For testing i have selected Japanese at OOBE and completed the installation.

here i can see the desktop shortcut is showing in English wherein only recycle bin is showing in Japanese

Also while checking on the time and language its showing as Japanese as shown below.

But while checking on the device manager we are seeing few items showing in selected language and few are showing in English as shown below.

Device Manager uses whatever device names are provided by the respective driver's INF files. If they're not provided in multiple languages, Windows cannot translate them for you.

You will notice the top-level device classes are correctly localized, because Device Manager has a MUI DLL with translation text. I would assume if you started with a Japanese language ISO, some of the device names would be in Japanese.

This is a known bug, to have mixed text when using two or more display languages. Just run Windows Update and install all updates. After a couple of restarts all text will change to the selected display language.

Reapplying updates won't make a difference in this example, but the OP should already know about it from a previous thread.

1. Device Manager reads whatever description string is registered for the installed driver. We can ignore the first 4 drivers in the screen capture, because it's not clear if those are the native Windows drivers or updated versions from a vendor. But the WAN Miniport drivers are part of base Windows.

Open "C:\Windows\INF\netrasa.inf". There is only one language provided in the strings block.

If you download the jp-JP ISO (which I just did), this INF file is identical. So MS has made no attempt to translate it, and regards a term like "WAN Miniport" to be a proper name. It will be the same no matter what language edition you install.

2. When sysprep the install, and I presume Adobe Acrobat was installed then, you can optionally select an install locale. This won't change the shortcut's language later because a new user logs on as Japanese. The solution would be to move the Acrobat install into a post-logon task, or have a task copy over a localized version of the shortcut to their desktop.

The text in the driver or the application names in not that important. The important thing is to have everything else translated properly. All menus in the applications, all settings etc. if everything else is at the desired language, I would not care about the Device Manager.

Just installed an ISO with German (de-DE) LP's. Device names are not translated for you.

The average user will likely don't notice that. He will mind that applications and other data are translated properly in the desired display language. Not in Device Manager. And as I have said in my previous post, if you install all Windows Updates and do the relevant restarts, most system files will be updated and translated to the selected display language according to the language pack. That's why it is better to install the language pack first, before installing updates. Windows Update will also install the respective translations. I was importing laptops from Poland and they all had Polish Windows. If I had the time, I just formatted the disk and clean installed Greek Windows or US English, depending on customer's preference. If I was in a hurry, I just installed the Greek or US English language pack and switched the display language in Greek or English. It was common to have mixed text in at least half the laptops at first, but after installing all updates everything was in Greek or English as desired. They only disadvantage was that every major upgrade (such as from 23H2 to 24H2) would be on the original language and then we had to install the respective version of the language pack. That was in Windows 10. In Windows 11 I was surprised to see that Windows Update would automatically install the respective language pack. If this it not the case, you can always do that manually.
