Solved Windows 11 no option to boot Safe Mode

I have upgrade from window 10 to 11. Before upgrade I changed many option in BIOS such as UEFI boot, enable TPM.
After upgraded, My computer no option to boot Safe Mode.
I try 2 methods.
1. shift + restart : It has only 1 option

2. msconfig : no data in boot tab and cannot select anything

What happens, when you select, -> boot options -> safe boot -> minimal, then ok apply? Then reboot?

Thats same as admin command: bcdedit /set {current} safeboot minimal

Thanks for good thread.

I boot with USB Windows installer and press Shift+F10 then follow this steps. It can solved my problem.

Code:

diskpart
select disk 1
list par (take note of the EFI partition number)
select part n (replace n with the EFI partition number found above)
format fs=fat32 quick label=EFI
set id=c12a7328-f81f-11d2-ba4b-00a0c93ec93b
assign letter=w
List vol (take note of the Windows drive letter. It may not be C:)
exit
bcdboot G:\Windows /s W: /f UEFI (Replace G with the windows drive letter found above)
diskpart
select vol W
remove letter=W
exit
exit

Now I can select boot option.
