I’m still convinced this is caused by wake from sleep setting off the “Restart Explorer.exe” process.

Yes, that is the frustrating part. I sometimes see my windows appear correctly for a split second, and then they shrink away to the corner of the screen.

Release notes for KB5046740 claim that this update fixes the problem. However, Microsoft describes it as a multi-monitor issue (not true) and the fix is set only for gradual rollout under unspecified timeline and criteria.

I applied the update, but the problem is still not fixed for me. Of course, with this gradual rollout policy, it's difficult to know if the fix is bad, if MS incorrectly applies it to multi-monitor only, or if the fix hasn't yet been "rolled out" to my system. I don't understand why Microsoft chooses to make this so annoying.

There's an App called PersistentWindows, which supposedly remembers size/location of various windows... with a vengeance. I haven't used it, but I heard about it a while back...

This project addresses a long-standing issue in Windows 7, 10, and 11, where windows get repositioned after events such as the system waking up, external monitor connections or disconnections, changes in monitor resolution (e.g., exiting full-screen gaming), or during RDP reconnections.

It's working so far!

Darned annoying that I had to install it though. I would still like to find out what caused the problem. So many years with not seeing this on multiple machines, until now.

I hope we find out what caused it.

I have seen a few topics about this issue.
I guess we'll just have to add it to the 24H2 bugs list. 😒

Are there any updates on this is as its driving me crazy?

I use a single 57" Ultrawide monitor and have many open programs which get totally resized, moved/broken and changes my layout completely when I turn my monitor off/on.
Progs like Davinci resolve gets the layout really changed and broken and Photoshop open images get moved around completely and all open images get resized terribly.
I've done two clean re-install of Windows (24H2) with one install connected by a DP cable cable and the other install with the DP cable completely removed and using an HDMI cable instead but have the same problem still.

I'm tempted to try a 23H2 re-install but worry the same thing will happen again once Windows installs 24H2 again which puts me back to square one.
For reference, I have another almost identical PC thats connected to the same monitor but have 23H2 installed and that is fine with no resize issues when turning the monitor off/on.

For folks looking for a speedy work around give Sizer a try. I've been using it for years, great little program.

For some detail on how to set it up and use Sizer see this page on the OpenOffice Forum: Instructions for a Sizer Portable.

I had a similar problem with a Dell 2421 monitor when I was on Windows 7 and did a resume from sleep. I found a fix for it that required editing the registry. Some detail can be found in these two locations:

Windows 7 moves/resizes windows on monitor power cycle
Resume from Display Sleep = Windows Being Resized

Maybe the same thing is involved in current issues on 24H2.

I confirm this bug. After upgrade to 24H2, when I close and open lid (even without sleep), windows are moved and resized, some minimized windows are restored. It looks like that scale DPI changes to native 100% when display turns off. (Feedback Hub)

Seems it is related to graphics driver ("Intel(R) Arc(TM) Graphics" in my case) and scale DPI setting (150% in my case). I've tested multiple versions of Intel Graphics till 32.0.101.6325, bug still persists. If I uninstall Intel Graphics or downgrade to 23H2, the bug disappears.

Also confirm on my 3080 Ti via DP (4k, 150%), 566.36. Seems like it's happening as soon as the monitor turns off (even withount PC going stand by) and there are open (not minimized) windows on the screen. Actually I got frustrated with this one, because it could has been a "failed" upgrade specific to me. But now there's a hope Microsft will address it someday.
