Windows Hello PIN and ability to create when not using a local Administrator account

Hi,

I have the above Windows 11 build and I log into my laptop using a local Administrator account that does not use a Microsoft account and which has a password set for this local Admin account.

I am considering setting up a Windows Hello PIN instead of using a password. A few questions.

1. If I wish to do that will Microsoft insist that at some point in creating a Windows Hello PIN I must sign in to a Microsoft account?
2. When I wish to log in to my Microsoft account by launching a browser and signing in, will that process be able to recognize the Windows Hello PIN I have created?

I don't login using a Microsoft account, and I'm using a PIN here with WIn11 Pro. No problems have surfaced.
